This "helpful" little popup is very irritating and oftentimes obscures
over half of a line of text in Writer when scrolling through a document.
Reminds me of the "Clipper" helper in MS Office.

Seems to turn off if you disable "Tips" in "Tools - Options - General,"
but that would mean losing the other Tool Tips which could be worse.
Using 2.3.1 on gentoo
