Yes. Select a cell in the column and use Alt+arrow keys. You can resize rows the same way. Alt+Shift+arrow keys appears to return the column or row to the default size.

Yes.

In many ways, mostly using Alt+arrow keys, Alt+Shift+arrow keys, or Alt+Ctrl+arrow keys. Oh, and there is also Alt+Insert and Alt+Delete, each followed by arrow keys. There is much in the help text: start at tables;editing by keyboard, tables;editing with the keyboard, or tables;resizing - but follow the trail to linked pages.
