I'm afraid that for this to work as you'd like, Writer would have to handle cutting and pasting table rows in a completely different way than it handles all other table cut/copy/paste operations, so I don't think it's very likely. As is, Writer treats this the same way it does the cut/copy/paste of any arbitrary rectangular portion of a table, which is far more flexible than Word's operation (at least in the last version of it I used). One side effect is that rows are never automatically deleted; another is that the current cell location in the destination (or top left of the selected area) is where the top left of the clipped data begins when pasted. Writer will only create new rows in the destination table if there are not enough preexisting cells to hold the data. But the primary effect is that you don't need to have selected an exactly equivalent cell range in the destination in order to paste such a range, and this is a very useful function.
