Which site? Exactly?
OpenOffice is always free to download unless you get routed to a site
where someone is (legally, unfortunately) selling it. The correct site
is www.openoffice.org
Of course, servers break from time to time, just like any other machine.
If you are using the right site, try going back after an hour or so.
