In the help files under password protection the instruction is to hit file -> save as. In the database I created, save and save as are greyed out.

Is it not possible to password protect a database in OOo?

Not at this time - no.

For whatever reason the support for changing the default password in the underlying database engine, for embedded databases, was disabled.

If you are tracking sensitive data then I would recommend installing one of the available FOSS database managers and using Base as a front end to that - my preference is PostgreSQL but MySQL is an oft made choice also. Of course you can't just email that database to someone then.
