If what you're seeing is that you are trying to start an OOo application on a Windows system, and it just silently does nothing, the two solutions I've found are to do a restart, or less drastically, to use the Task Manager to end any soffice.bin processes that are currently running (Ctrl-Alt-Del, select the Processes tab, order by process name, select an soffice.bin process, End Process -- the soffice.exe processes end when their parent is ended). Why these processes are there when no OOo application window is open, I don't know, but I do see this occasionally. The second option may not be available on older Windows systems, I can't recall for which version the Ctrl-Alt-Del changed to support multiple tabbed dialogs. I'm using Windows XP.
