You need to enable Chinese in both operating system and OpenOffice.
For Windows go to Control Panel-Regional-Add other languages, check
Install files for East Asian languages and click OK.
Then in Office Tools-Options-Language Settings-Languages and check
Enabled for Asian languages.

I am currently using OOo 2.1 (french) and happy about it.
However, I would like to use it with eastern asian languages (mostly
"writer")
(chinese simplified an chinese full characters), mixing latin script
with chinese characters..
Can I do it? HOW?
