It's because it's a proprietary file format, which Microsoft hasn't revealed. As far as I know, only Publisher can open those files.

Not a direct equivalent, but similar results can be achieved using the OOo (OpenOffice.org) Draw and Writer components.

Alternatively, there is a FOSS (Free Open Source Software) desktop publishing program available from http://www.scribus.net Scribus does not open or save files in Microsoft's closed propriety "Publisher" format.
