I assume you're running Windows. That folder is created as part of the install process and normally you don't have to directly access any files in it. When the installation is complete, you should see an OpenOffice folder & icons in the Start menu. If so, that folder and it's contents are no longer required and can be deleted. If you don't see that folder & icons, there may have been a faulty install and double clicking on setup.exe in that folder may start the install again, with a successful completion.
