Are you logged in as Administrator? If not, either do that or run the
installer as Adiminstrator by Right clicking on it and choosing "Run as
...".
If that is not the answer, please do the following:
1. Disconnect your computer from the internet
2. Disable any Antivirus (AV) (Norton for example) and firewall (Windows
Firewall for example) software.
3. Run the installer
4. Enable AV and firewall software
5. Connect to the internet; never leave your computer connected to the
internet if your AV and firewall software are not both running properly
If this does not help please come back here with details.
