I know this doesn't produce the row formating using process you describe. On
the other hand it quickly gets you a spreadsheet formated the way you want.
Create a template with the rows formated as described. Then whenever you
need to create a worksheet with the 51 rows having those border styles
create it with the template.

Of course this isn't very flexible it the number of rows changes often.
