Hello, I guess you are discussing the word processor program Writer. At present Writer does not allow rotating the picture. You can easily do it though with either Draw or Impress. Open a new draw document, import there the picture (copy & paste from Writer or Insert > Picture > from file). Select the picture and hit F4 Go to the rotation tab and rotate the picture Copy the rotated picture and paste it in Writer. I know it is a bit complicated and I think there is some activity ongoing aimed to improve the picture manipulation capabilities of Writer.
