Not sure why this is happening but the behaviour of OpenOffice won't be affected in any way if you don't register. If it worries you,
1. Quit OpenOffice and especially the Quickstarter.
2. Browse to the file "C:\Documents and Settings\<username>\Application Data\OpenOffice.org2\user\registry\data\org\openoffice\Setup.xcu" and rename it to, say "oldSetup.xcu"
3. Start OpenOffice Writer. You should be asked to register. Do so.
4. Assuming all this has worked a new "Setup.xcu" file will have been created and you can therefore delete the "oldSetup.xcu" file you made in #2 above.

The path for #2 above on a Mac is:
<user>/Library/Application Support/OpenOffice.org/2/user\registry\data\org\openoffice\Setup.xcu
