It all depends upon what type of publishing you are trying to do. OOo can do most of the things that Word can do, and some things that are impossible to do with MSWord. OOo can do most of the things that MS Publisher can do. Since you are asking for a comparison with Microsoft Office, and/or Microsoft Publisher, OOo will probably be more than adequate for your needs. However, OOo is not a substitute for a professional quality Desktop Publishing Program. If you need a professional quality Desktop Publishing program, then Scribus is the FLOSS tool of choice.
