I can only guess that it is because this is a standard 2 cm in the
unit system used in most countries in the world.

As others have said, probably only by modifying your default template:
o Open a new blank text document.
o Go to Format | Page... | Page | Margins and set the values you require.
o Go to File | Templates > | Save..., select My Templates under
Categories, give the new template a name, and select OK.
o Now go to File | Templates > | Organize..., double-click on My
Templates to open it, and select the new template.
o Under Commands, select Set As Default Template and then Close.
o Close the document, discarding changes.
