[users] [moderated] check for updates from v2.3.1 fails

Using version 2.3.1 on a PC with Windows XP Home version.

Under Help, check for updates, fails.
It sometimes says there is an update for 2.4 available but when I click 
on download, it fails right away.

Manually going to openoffice.org and clicking on download, seems to work 
to get the latest version.
