Close OOo (if enabled, also quickstarter).

Open the file <Recovery.xcu> with a text editor
and have a look at the entries.
If (only) the mentioned file is listed, close <Recovery.xcu>
and rename it to e.g. <Recovery.xcu.old>.
If all is working fine, you should delete this file.

Path of <Recovery.xcu> (OOo 2.4 / WinXP):
<...\Documents_and_Settings\<name>\Application_Data\OpenOffice.org2\user\registry\data\org\openoffice\Office>

Then restart OOo.
Go to Tools | Options | Load/Save | General
and verify your settings.
