For problems with the home page you need to either:
Open a issue in the bug tracking system under WEBSITE.
or
Send the email to [EMAIL PROTECTED]

Specifically to the point you raise...your right if you hover over the two items it does show the same thing. Until you click on the actual line"I want to download OpenOffice.org", which if you have java script enabled simply opens up the list item and displays a download button. Hovering over the download button does show you in the status bar the exact location you are would be directed to.

This download behavior, from the download button on the front page was a long debated item in the website dev mailing list - with lots of folks wanting it cut down to a single click - automatically start a download...
