No restrictions.  No hidden fees/adendas.  The license lets you do about 
anything but put your own name on the unchanged code and call it yours.
OK for  windows.
OK for commercial use.
Free for Windows.
No alternatives needed.
Just be sure you download the version for your windows version.  Run 
that to install it, and look in Programs for the programs.  OOo does not 
create desktop icon for some reason; the user has to create them.  And 
language, of course.

Unsolicited advice:  While it IS a great replacement for MS Office, it 
IS NOT the same software.  There are some differences, additional 
features, and menues are arranged more sensibly IMO but it may take a 
day or so to get used to.

The only caveat I know of for sure is Office's .docx etc. types in the 
very latest version can't be read; the next version will read them.

OOo shows what a community with excellent background support can achieve 
for the public at large.
