[users] [moderated] Cannot successfully install OO 2.4

When I try to install OO 2.4 (or in the past 2.3) I get an error saying I must 
close the earlier version, but the earlier version is NOT open.  I am reluctant 
to erase the earlier version, for fear the new version still will not load and 
I will then have nothing.
