I have no connections to OO.o; just a user. You need to include your operating system, version of it, and where you downloaded OOo from and the version you downloaded to get well targetted responses. I am using OOo version 2.4 on XP Pro with SP2 and have not experienced the issues you mentioned. My "center text"icon is present, and there is no orange button I need to click to start using the program. My suggestion would be to uninstall, Restart, and then reinstall the program. If that results in the exact same thing, you should probably re-download the program in case something broke in the download you have. Assuming you downloaded it from OpenOffice.org. If you got it from any other place, then it might be an entirely different story.
