Hard for me to tell exactly. But it will have to do something with you systems locale (on Vista) and country settings, and cell formatting. Can you - while in the spreadsheet - look at Tools|Options|Language settings|Languages > Locale settings? I guess a change in that should help.
Otherwise you might provide a simple sample file (of list)?
