Gary's description is correct. But the decision whether an issue is a
blocker or not, is made in the release meeting.

Also I think that issue 87736 will not be used any more, since Beta is
released. There will be a new issue later, for potentional release
(candidate) blockers.
Issues found now, will be evaluated and (if regressions / serious
enough) picked up before mid July.
Will there be another beta that would be sent out before the final release?
