Hi Bill,

Welcome to the wonderful world of OOo!

1) Your best bet if you only want the first page to not have a header
is to use styles. You define a "first page" style that does not have a
header, and a "normal page" style that does. When defining the "first
page" style make sure that you select "normal page" in the "Next style"
box in the dialog.
2) again i think you could use styles- have a "first section page"
style and a "second section" page style. Or else use "Insert section"
to let you re-define the standard page layout subsequent to where you
want to change things.

OOo relies heavily in styles which when you get used to it is actually
a Good Thing. It can just take a while to get used to it.
