Look in Calc's Help under Conditions>In Number Formats>Color. There
are examples.
This is very useful when you need it - but I hope you won't mind my
pointing out that this mechanism controls text colour, not background
colour. I don't see that you can conditionally affect background
colour using cell formatting directly.
