OpenOffice can export text to PDF: File>Export as PDF

To merge documents I think you need to read about "master documents". The Help has quite a good introduction under "master documents". There is also an illustrated guide at <http://documentation.openoffice.org/manuals/oooauthors2/0213WG-WorkingWithMasterDocuments.pdf> or <http://tinyurl.com/h2vqe> if that's easier.

Basically you create a "master document", insert all the documents you want to merge and then export the result as a PDF or just "print" it to a PDF pseudo-printer.
