In Word I would go to view-symbols, pick a symbol and give it a
specific key stroke pattern such as I mentioned above.
In Writer you can certainly pick a symbol and insert it through Insert
-> Special Character…, but you cannot assign it to a keystroke in this
fashion. You can assign it to an available keystroke by creating a macro
that prints the character. See

However I think the special assignment of a characters within a program
is normally the wrong thing to do. Instead you can use a keyboard editor
outside of OpenOffice to assign the character to your keyboard and have
that assignment work in every application you use. Presuming you are
using Windows, you can get a keyboard editor free from Microsoft at
http://www.microsoft.com/globaldev/tools/msklc.mspx . You can also
purchase third-party keyboard editors which have additional features,
but the Microsoft version is normally good enough.
Most other systems also have free keyboard editors included with the
system or easily available.
If you want to have a set of characters only for a specific document,
then create a new virtual keyboard specifically for that document.
