[users] Writer - Frame or table exact length question

In MS Word, I can specify the exact length of a table so that no matter how 
much text I put into it, the size NEVER alters. I need to do this for a 
one-page newssheet. I am finding it very difficult to do the same in Writer. 
I have set up a template with frames, whose size and position I have 
protected, but when I open a document from the template, if I add text to 
the frame, it then goes opens up a new page. I NEED to keep the document to 
a SINGLE page. How do I do this?
