I assume you're running Windows.
After you download the file, you double click on it, to start the
installation. This will take you through several panels, where you can
usually accept the defaults. When the installation is completed, you
should find an OpenOffice folder & icons in your Start menu. Use the
icons to start the various OpenOffice components.
