Hello Baruch, I am sorry that I did not answer sooner, I only now went
through this month's mailing list messages (I am just an OO user like
you).

On Ubuntu Linux I can simply switch to Hebrew keyboard layout and
start typing in Open Ofice with no problems. When I type in Hebrew I
prefer to configure Right-To-Left Text direction, that is done with an
Icon that looks like a big P with an arrow. I don't actually have any
icons, but for the default setup that is how it should look.

What OS are you using? What happens when you start typing in Hebrew in
a regular OOo window? Do you have a Hebrew keyboard enabled? If you
cannot find the RTL and LTR icons then email me (not the list) a
screenshot of your OOo screen and I will circle and send back to you
the screenshot.
