I am hesitant to answer when i am not certain that this is correct, but...
A decision was made to NOT interfere with the production release. As
such, I do not expect a developer build (or beta build) to set file
associations. I am, however, a little bit surprised about the lack of
menus... That said, I have not seen any menus from the developer builds
myself.
