If you are talking about spellcheckers and things like that (which is what translators use; I know because my girlfriend is a translator) then you can download all the ones you need and change the language setting according to the work you are doing.
I assume you don't need to change the language of the program (Openoffice.org) itself (menus, help, etc.). You just need to be sure that the target document is set for the language which you're translating the original into. I hope that's clear.
