I haven't seen Ribbon menu get mentioned in the context of 3.0 on any of the OO mailing lists. Having used 3.0 beta, doesn't look like it is going to be included in 3.0.

OTOH, having used MS Office 2007, I did not see significant productivity improvement with the new ribbon menu. For me there is a limited set of function that are most useful and as soon as I learnt how to access them ribbon or traditional menu made little difference.
