As has already been said, a single web page is of indefinite length,
and anyone viewing it can scroll down it as necessary. So there are
no page breaks as such, and if you are creating an "HTML Document" in
Writer/Web, you will consequently see no Manual Break... item in the
Insert menu. If you want separate pages - so that anyone viewing
them must click a link to move between them - then you need to create
a separate document (file) for each page.
Inserting a second JPEG only imposes the new image over the first.
That's because the default seems to be to anchor inserted graphics
"to paragraph". And a second inserted graphic is anchored to the
same paragraph and appears in the same place. Right-click the
graphic and select Anchor > | To Page. Then you can drag the graphic
down to where you need it.
I do not find a way to insert a caption under the existing image.
Right-click the graphic and select Caption... .
