However, even if I clean the linguistic.xcu file to remove the locales I don't want (English - South Africa), it's rebuild at OOo start-up. But I can't find any trace of an en_ZA entry anywhere else.

When I downloaded the Beta 2, I had no dic installed. I installed the dict-en.oxt file found in the main folder. It may have written something somewhere that is taken into account at each start-up. I've browsed all the folders, no clue.

Here's another message I got on the lingucomponent list. It reduces my pessimism considerably although there are still omissions when compared to v2.

Hagar, there is a mention of en-za :-)

Thank you. Please do let me know if you get any more information. I'm particularly concerned that v3 Beta is already with us and there seem to be very few dictionaries on the web site you sent me. In particular there are no dictionaries for most European languages, most Middle East languages (Arabic, hHebrew, ...), most variations of English (British, Australian etc, who all want our/their dictionaries) and so on. The web site you sent me lists 13 languages but the v2 web site (http://wiki.services.openoffice.org/wiki/Dictionaries) has 85.

This issue describes what dictionaries as extension will be installed by default for each localization:
