There are (at least?) three ways of creating the change of page style
that you need.
1. On the Organizer tab of a page style, you will find a Next Style
defined. This next page style takes over automatically when your
text spills over onto a new page. This is ideal for applying a
different style, say, for a first page, but is probably no use for a
different last page.
2. At the end of the text on your penultimate page, go to Insert |
Manual Break... | Page break, and choose the page style you have
created for your last page from the drop-down list under Style.
3. (As someone has already said) create or use a different style for
the first paragraph on your last page. On the Text Flow tab for this
paragraph style, under Breaks, tick Insert and select "Page" for Type
and "Before" for Position. Also tick With Page Style and select your
new style from the drop-down list. You could alternatively apply a
different style to the last paragraph of your penultimate page, using
"After" instead of "Before" for Position.
