[users] Multi-Lingual Environment

In chapter 2 of the Writer Guide in the section titled, "Choosing language 
settings," there is reference to a tutorial, "OOo in a Multi-Lingual 
Environment." The reference is in a note in the middle of page 52. The note 
advises referring to the tutorial when using a non-Western language in a 
document with Western languages.
I have searched the support site for this tutorial without success.
Can you tell me where to find it?
