Yes, I am.  I looked at the documentation for "floating
frames", but they seemed to be unrelated to what I'm trying to
do (though I couldn't actually figure out what they were).

That's what I was afraid of.  It seems an omission of a very
basic feature. Without floats, how does one manage the position
of figures/tables in OOo?  I keep ending up with a figures
and/or non-breakable tables causing large ugly whitespaces at
the ends of pages. Do people just live with such ugly
documents?
