You can safely delete that folder. It is the folder that contains the
extracted/unzipped installation files and is no longer needed. However,
it is advisable to keep the file you original file you downloaded, in
case should need to reinstall or change the program.

The OOo (OpenOffice.org) installer doesn't create desktop icons. Look
under your "Start -> Programs/All Programs -> OpenOffice.org 2.4" menu
option.
