I don't know why this didn't make it through the first time, so I'm
resending:

I found that the bullet/number character style is set to WW8Num36z0. If
you change it to 'None' or Style1 (Format|Bullets and Numbering|Charater
Style) it works.

However, the interesting point is that when I open
fhs.doc in MS Word (Word 97) the Greek characters are not there and are
proper roman numerals. This would indicate to me that there is a bug in
OOo somewhere. (I tested on OOo 2.4.1 & 3.0 linux and windows).
