As has already been said, you need the Navigator. You get to this by Edit | Navigator or by pressing F5.
But the help text (at "shortcut keys;in text documents") and the Customize dialogue say that Ctrl+Shift+F5 in Writer is "To Page" (or "Navigator on, go to page number"). It appears to open the Navigator with the cursor already where you need it in order to enter the required page number. Just enter the page number or use the thumb-wheel arrows to change it and pause a moment: Writer will move to the chosen page.
