AFAIK, RH provides "start-stop-daemon" via the source function library : /etc/init.d/functions which is included by /etc/init.d/openser script.

maybe is something wrong with your installation....

references to the script.
that is an issue in the rpm package. Somehow I used the wrong init.d script when building it. Please use the following script to replace the existing one:
http://openser.cvs.sourceforge.net/openser/sip-server/packaging/rpm/openser.
init?view=markup
