Yes, sorry, 4 is valid.

In my notes I have:

" 16) Is received port (source port of the packet) different from the port 
specified in the top-most Via header? (this can be used to detect some broken 
STUN implementations)"

Maybe test 16 is just for these broken STUN cases?
