Are you trying to install slocate inside VE?
Even root is limited by VE disk limit.
run:
# df -h
inside VE.

to increase disk quotas use:
# vzctl set <VEID> --diskspace N:M --save

i run it as 'root', how come root have quota limit?

running 'quota' will result:

quota
Disk quotas for user root (uid 0): none
