Can you give us the the output of
/sbin/ip a l
and
fgrep ADDRESS /etc/vz/conf/*.conf
command run on your hardware node?

Perhaps the problem is that the network interface(s) that is/are present on the hardware node do not belong to the same IP subnets as your VEs.

Maybe it makes sense to add a warning if vz_get_neighbour_devs() returns an empty list, with the URL to a wiki page with long explanation?
