Actually yeah, when I read your other messages in the thread and realized
it was only on some hosts, this seemed less likely.  I've had this happen
before when I forgot to enable proxy arp on one of my hardware nodes.
In that case, it was like 4am and I didn't have the energy to debug it,
so I just left an arpsend job running in cron every 5 minutes.

I've also had something like this happen when the firewall (wrongly)
had an alias that was the same as the IP of a virtual node.  In that
case of course tcpdump showed the cause immediately.
