Because OpenVZ is:

1) An out-of-tree patch that is...
   a) Huge
   b) Changes lots of subsystems

2) It developed for years outside of the mainline kernel which makes it...
   a) Huge
   b) Not easy to break up into small, non-disruptive patches over time

3) Parallels / OpenVZ know it is impossible to get accepted by the mainline 
developers and wouldn't even attempt to submit it... mainly as a result of #1 
and #2 above.

4) Because that is what LXC is for... a mainline implementation of features 
needed for container type features although not specifically for containers.
