Are you sure you don't have any zombie processes etc.? Processes which are blocked in the kernel (e.g. a kernel bug), or which are waiting on disk I/O add to the load.
run top, and hit 'i' to eliminate idle processes, what's left should be an average of 22 processes doing something... Is this the case? Tim.
