on 9000 - php-fpm do not depend on application, when I catch this case, I'm trying to telnet to any localhost port (22, 80, 443, etc...) result is same - just no connection. Also checked few times - no failcnt in /proc/user_beancounters, plenty tcp ports available, no strange values in "top", etc...
