Yes, looks like the '--best' option works fine here. It is ok to leave python2-for-tests with broken dependencies. I remember that for some time we indeed didn't have python2 in module so this could happen easily. I'd suggest to simply remove python2-for-tests package. And in general this is how new modules/streams work - you can have multiple versions of the same package in repos in different streams (python2-libs in our case), but you still can't install them simultaneously.
